Value engineering... yeah it happens.

Value engineering in order to deal with budget constraints is part of the process. Sometimes this requires more work, and sometimes you get lucky and pricing is extremely close to the budget. But with construction you are almost never under budget. It's just the nature of the process and the industry. Not to mention designing and building a new house is a long process. COVID didn't help any either. It certainly made addressing budget issues more challenging. However, this doesn't mean the resulting design needs to be compromised. With thoughtful design you can still have great spaces you want to live in. In this case, with the Diamond Point house, the size of the house was reduced a bit and the framing was simplified.
